Job Title: Knowledge Management Officer – Support to Online Communities
FSN Network / Technical and Operational Performance Support (TOPS) Program
Reports To: TOPS Senior Knowledge Management Specialist
Based: Washington D.C.

CORE Group fosters collaborative action and learning to improve and expand community-focused public health practices. Established in 1997 in Washington D.C., CORE Group is an independent not-for-profit organization, and home of the Community Health Network, which brings together CORE Group member organizations, scholars, advocates and donors to support the health of underserved mothers, children and communities around the world.
In 2010, CORE began work on the Technical and Operational Performance Support Program (TOPS), a USAID/Office of Food for Peace-funded consortium project led by Save the Children to strengthen food security program implementation. CORE’s primary role is to facilitate cross-organizational collaboration through helping develop, support and expand the Food Security and Nutrition (FSN) Network, an 1100-

Overall Description
The Knowledge Management Officer will be responsible for supporting and expanding opportunities for FSN Network community members to connect and share information through identification of and outreach to networks, communities, and other stakeholder groups, particularly in developing country contexts; and engagement and dialogue with current and potential community members to facilitate the growth of online communities on the FSN Network web portal. Working with the TOPS Sr. KM Specialist, the KM Officer will develop strategies and plans for expanding the FSN Network, identifying topic areas of relevance for the stakeholder community, and engaging community members.
Expanding the network
- Through outreach to existing community members, as well as online research, identify regional and national, and sub-national food security and nutrition networks or communities of practice, as well as projects, academic institutions and other potential partners in the developing country context.
- Capture and maintain lists of participants in TOPS trainings and FSN Network knowledge sharing meetings, identifying topics of interest,
- Develop plans for outreach to identified groups and individuals, and identify opportunities for collaboration with the FSN Network through the online web portal or face to face meetings.
- Promote the FSN Network web portal as well as specific Task Force, Interest Group or Discussion
- Forum events or activities in appropriate development / food security and nutrition venues.
- Work with the TOPS Sr. Communication Specialist and CORE Group Communications Associate to ensure that appropriate outreach materials and messages are available for dissemination.
- Identifying Key Issues and Topics of Relevance Through a variety of mechanisms, including periodic stakeholder surveys, and input from TOPS trainings and FSN Network knowledge sharing meetings, identify topics of interest to FSNNetwork stakeholders both globally and on a more regional basis.
- Work with TOPS Technical Leads and other stakeholders to stay informed on critical issues,emerging trends, capacity gaps, or promising practices in key topic areas.
Support Online Community Activities
• Develop strategy for launch of topic specific discussion forums, using best practices in supporting online communities, feedback from technical staff, and knowledge of current issues to prioritize topics and structure appropriate discussion formats
• Work with TOPS technical leads, FSN Network Task Force members, and knowledge sharing champions in the larger community to identify and secure technical experts to feature in online discussions and events
• Develop regular feedback channels from users of the site, to determine trends, needs, opportunities
• Monitor and report on analytics of site usage, as well as qualitative monitoring of degree to which and how site is being used by stakeholder community at multiple levels of engagement.
Support to TOPS Collaboration Activities
• Provide additional support, as needed, to TOPS technical team, in planning, staging and documenting knowledge sharing events and other collaboration activities
• Provide supervision support to TOPS Communications Associate to ensure activities are informed by and promote the FSN Network online community needs and activities.
• Provide inputs to project work plan, annual report, and performance monitoring plan.
Qualifications
• Advanced degree desired, in international development, public health, public administration, organizational development, global communications or other related degrees.
• At least five years of work experience, including three years experience in carrying out knowledge management and information dissemination activities for international development and/or emergency projects.
• Familiarity and interest in food security, and understanding of key issues surrounding implementation of food security programs.
• Strong written and verbal communication skills; familiarity with tailoring messaging to diverse stakeholder groups.
• Must be fluent in English. French or Spanish language skills a plus.
• Ability to travel nationally and internationally as required
• Familiarity with Web 2.0 tools, and Drupal content management systems
