Responsibilities/Duties:

The Director, Knowledge Management Capacity Building is a leadership role in the Quality & Service Improvement Portfolio and reports directly to the Executive Director, Knowledge Management (KM). This position is responsible and accountable for leading an operational team in the planning, delivery and evaluation of knowledge management capacity building initiatives to support operational programs and services in the delivery of the vision, mission and business plans of Alberta Health Services.

The Director, KM Capacity Building provides direct support and expert counsel to the Executive Director Knowledge Management, Vice President Leading Practices and Innovation and Senior Management Team on all aspects of knowledge management and mobilization of KM within AHS. This position establishes and maintains positive relationships with key local, provincial and national representatives and health care stakeholders including government departments and officials.

The Director, KM Capacity Building is accountable for service or department objectives regarding the implementation, operationalization, management, and monitoring of provincially integrated evidence-informed KM that support operational services and quality measurement programs in the most effective manner.

The Director, KM Capacity Building is also responsible for:

  • Leading the development and implementation of a proven knowledge management framework to support operational areas in evidence-informed decision making and implementation of KM capacity building initiatives to achieve optimal health outcomes.
  • Examining and communicating KM capacity building initiatives in clinical operations from a local, national, and global perspective for application into a provincial – Considering culture, political climate, clinical structures and policies internal and external to the organization when implementing KM capacity building initiatives.
  • Enabling multifaceted interactive knowledge exchange (e.g., on-line discussion sessions, best/leading/promising practice inventories, communities of practice, interactive training/education opportunities that are linked to specific practice issues, shared learning, study tours).
  • Facilitating clinical/services areas and leaders in the generation, capture and utilization of new knowledge (e.g. through partnership opportunities i.e. SEARCH, applied research opportunities, student placements, etc.)
  • Reporting on KM capacity building experiences (progress, successes, and failures) throughout the organization.
  • Leads and or collaborates on KM research and evaluation projects to implement and test strategies for using evidence in practice.

    Strategic Planning

  • As a member of the Leading Practices & Innovation management team, is accountable for contributing to the development, implementation and evaluation of overall strategic and operational plans to support patient focused care programs and delivery.
  • Contributes to the development of the operational plan and the establishment of priorities for the business plan.
  • Develops strategies to be incorporated in the business plan that reflect the short and long term operational needs of the organization.
  • Supports the analysis, synthesis, economic and investigative reviews necessary to evaluate health service and improvement proposals from a system perspective.

    Operational Leadership

  • Sets the framework for program delivery responsible for the operationalization and monitoring of provincially integrated services to ensure the use of KM throughout Alberta Health Services. For example:
  • Creating effective working relationships with AHS operational areas to support practice enhancements and new models of care as identified.
  • Provides leadership through effective communication, ethical decision making, and commitment to achieving established goals and objectives, ensuring program delivery measurements and standards are enforced.
  • Identifies challenges and opportunities and provides leadership to support the development of innovative and strategic approaches in ways that enable the achievement of operational goals and strategic vision.
  • Fosters a highly effective workplace with strong commitment to quality and process improvement and patient care focus.

    Relationship Management

  • Through interaction and collaboration with internal and external partners and participants, influences the direction of operations and service delivery for the Leading Practices & Innovation Division.
  • Creates and builds commitment to the vision for Leading Practices & Innovation through effective communication strategies.
  • Serves as a role model in the development of an organizational culture and promotion of the Division’s vision, ensuring support of the vision, mission and goals of Alberta Health Services.
  • Ensures strong working relationships and synergies across operational areas and portfolios to support system-wide learnings and evidence.

    People Management

  • The Director, Capacity Building ensures the strategic use of human resources in providing the most effective and efficient delivery of patient care.
  • Provides leadership to division employees consisting of diverse professional and non-professional health care occupational groups.
  • Develops succession plans and mentorship strategies to ensure Knowledge Management employees are engaged and encouraged to grow into positions of greater opportunity and accountability.
  • Provides strong leadership and coaching support to develop Knowledge Management expertise within the organization.

    Change Leadership

  • Ability to initiate, implement and support new or modified approaches, practices and processes in the organization.
  • Recognizes need for change across service areas and set priorities accordingly. Engages key stakeholders in change process, understands the impact on both internal and external stakeholders and manages risks and benefits accordingly.
  • Continually analyses the change process and makes necessary adjustments to maximize effectiveness.
  • Utilization of formal planning and implementation processes based on sound evidence and experience with the principles of change management.

    Resource Management

  • The Director, KM Capacity Building manages the overall operating and capital budgets for the designated program responsibility consistent with the plans and general guidelines established by Alberta Health Services’ senior management.
  • Plans and determines allocation of resources, authorizes and controls expenditures, and is accountable for managing resources within Knowledge Management department.

    Risk Management

  • Promotes an environment that fosters quality improvement and a culture of safety for staff and patients.
  • Commits to continually improving health and safety performance through promotion of culture supporting hazard assessment, risk management, incident identification, reporting and correction, and compliance with applicable regulations, policies, and safe work practices. 

    Qualifications:

  • A minimum of a related Masters Degree, plus appropriate designations and/or certifications/training in effective knowledge management methods, preferably related to the health system.
  • A minimum of 5 years in a management and/or related role in an organization of significant size, complexity and diversity (health care experience an asset).
  • The incumbent will demonstrate a clear pattern of professional and personal development. Equivalencies of education and experience will be considered.

    In addition, the incumbent will possess a record of accomplishment in the following areas:

  • Progressive senior leadership experience in a clinical and/or research/evidence-based and/or knowledge management environment, including five years experience in a management role in service-oriented operations.
  • Practical experience in strategy, policy development, leadership, and project and program management.
  • Knowledge and demonstrated application of Knowledge Management theories, practices and goals
  • Knowledge and demonstrated application of business planning, modeling concepts, and program and project management theories, principles and practices.
  • Knowledge of clinical operations environment and implications for application of KM initiatives
  • Uses strategic thinking, taking into account long-term goals assessing options and implications.
  • Effective communicator with strong organizational skills, client focused orientation and commitment to providing quality services.
  • Leadership skills, including demonstrated ability and comfort with decision making responsibilities, coaching and teaching, and the ability to inspire and build confidence in others.
  • Ability to manage change and create innovative solutions for complex and diverse issues.
  • Ability to manage diverse human, financial and physical resources in a changing and multifaceted environment with diverse, complex and sensitive issues.
  • Proven ability to foster partnerships and to achieve organizational goals within a large, diverse organization and managing within a unionized sector.
  • Ability to foster a climate of cooperation amongst, and builds solid relationships with public agencies, government, boards, committees and other partners.
  • Ability to lead complex and evolving improvement strategy and capacity building initiatives targeted to optimizing clinical practice and/or business processes and realizing results.
