ORGANIZATIONAL BACKGROUND

Funded by Veterans Affairs Canada, the Centre of Excellence (CoE) on Post Traumatic Stress Disorders (PTSD) was established in 2019 to provide better access to information, research, tools and expertise on PTSD and related mental health problems and illnesses. The goal of the CoE is to create knowledge networks with researchers, service providers, veterans and their families across Canada to increase expertise on military and veteran mental health, suicide prevention and substance use disorders. The CoE will create new knowledge on veteran mental health treatments that work and place it directly into the hands of mental health professionals and others working with veterans on a daily basis. The CoE will share evidence-based treatment protocols and best practices among the Veterans Affairs Canada network of Operational Stress Injury Clinics, the Canadian Forces Health Services, and with mental health professionals across the country.

First responders, their families and other Canadians living with and affected by PTSD or a related mental health problem will also benefit from the information and knowledge developed at the CoE.

POSITION OVERVIEW

The Centre of Excellence on PTSD is seeking a bilingual Senior Knowledge Mobilization Specialist who will provide knowledge mobilization and implementation science expertise to advise on and execute operational priorities under the knowledge mobilization portfolio. The Senior Knowledge Mobilization Specialist will lead the development of integrated knowledge mobilization plans, as well as support the implementation of knowledge mobilization services and capacity-building initiatives. The Senior Knowledge Mobilization Specialist will develop and maintain strong internal and external relationships to exchange information with and between researchers, service providers, veterans and families, government and other stakeholders to improve services and supports for people living with PTSD and related mental health problems and illnesses.

DUTIES AND RESPONSIBILITIES

  • Develop, implement and evaluate internal and external integrated knowledge mobilization strategies and corresponding processes, drawing upon best and emerging practices in knowledge mobilization
  • Support the development and implementation of knowledge mobilization capacity-building initiatives, including but not limited to providing consultative support to external stakeholders and designing and delivering workshops and/or other training opportunities
  • Support the development and implementation of sector-wide knowledge mobilization services, including but not limited to providing plain language summaries and a rapid review service to external stakeholders
  • Identify knowledge mobilization gaps in the Veteran mental health and substance use sector in collaboration with research team members, and lead and/or support the development of plans to fill gaps by leveraging the diversity and expertise of the Centre of Excellence’s Network of Networks
  • Work with project teams to lead the development and implementation of knowledge mobilization plans on strategic initiatives
  • Work with project teams to summarize research findings into co-developed knowledge exchange products, tools and activities to inform policy, program, and service development
  • Provide analysis of national and international stakeholder perspectives, emerging research, and policy positions specific to PTSD and to veteran’s mental health more broadly
  • Identify and bring together key partners, subject-matter experts, service providers, veterans and families, and community stakeholders to share evidence, knowledge and best practices
  • Facilitate meetings and working groups that support the gathering and synthesis of evidence, knowledge, and best practices.
  • Support the facilitation and development of networks, advisory councils, and reference groups and maintain these networks for collective impact
  • Work with communications and marketing teams to develop and implement social media strategies for dissemination of plain language summaries and other knowledge products
  • Support senior leadership in their engagement with stakeholders through analysis, strategic advice and briefing materials
  • Represent and present on behalf of the Centre of Excellence at external conferences, meetings, and events with Centre stakeholder and partners as required
  • Undertake environmental scans or rapid reviews to identify tools related to knowledge mobilization and the impact of emerging research on the mental health of veterans and their families
  • Support efforts to enhance the application of an equity lens to research and knowledge mobilization

SKILLS AND ATTRIBUTES

  • Demonstrable success working in constantly changing and results-oriented environments, in interdisciplinary teams, and in partnerships with groups such as policy makers, researchers, advocates, and service providers
  • Ability to learn new concepts and processes quickly, to exercise good judgement and to demonstrate initiative
  • Ability to design and manage complex initiatives and to assess and synthesize research on various topics
  • Specific familiarity with strategic research and policy/practice issues pertinent to the mental health field in Canada, or equivalent
  • Superior writing ability and the capacity to communicate effectively for a variety of audiences
  • Strong interpersonal skills
  • Ability to work independently and as part of a team
  • Demonstrated respect for understanding of the life experiences of veterans, families and people living with mental health problems and illnesses and of diverse populations, and preferably experience working with people with first-hand experience of mental health problems/illnesses
  • Commitment to the vision of a transformed person-centred mental health systems and supports

QUALIFICATIONS

  • Fluency in French and English are a requirement
  • Master’s degree in a relevant discipline or the equivalent combination of education and experience with a superior record of achievement
  • A minimum of three years’ experience in knowledge exchange/mobilization, implementation science, stakeholder engagement, communications, adult education and/or experience working in health promotion
  • Track record and capacity to build positive relations with stakeholders and in collaborative approaches
  • Familiarity and background working with military veterans and family members would be considered a strong asset

COMPENSATION

WORKING CONDITIONS

  • Working standard office hours with start and end time flexibility (37.5 hrs/week). Option for a condensed 4-day work week available upon approval;
  • Must be comfortable working in open space and virtual environments;
  • Physical/cognitive demands include use of typical office equipment, prolonged periods of sitting and working on a computer/telephone, high degree of concentration and attention to detail;
  • Psychological demands include deadline drive requirements, capacity to organize and prioritize own work, adaptable to change and ability to set and work towards performance and development goals.
