896 Senior Program Officer, Knowledge Translation

Job Summary
The Senior Program Officer, Knowledge Translation (KT) will work under the supervision of the Program Manager and the direction and guidance of the Senior Program Specialist, Capacity Development and Program Learning for the Think Tank Initiative (TTI) and closely with all senior Program staff. S/he plays a key role in managing and providing the knowledge function (including engagement and communications) of the Initiative to ensure the successful achievement of learning from both the TTI grantees and program levels.
The Senior Program Officer KT is responsible for developing a strategic engagement and communications plan and analyzing, synthesizing, writing-up and sharing TTI’s Phase 1 and 2 results and lessons learned with think tanks, donor agencies and other stakeholders. S/he plans, develops and delivers publications, working papers and briefing documents, and helps to implement strategic plans. S/he writes and/or edits these documents, working closely with TTI team members. S/he also organizes, systematizes and manages information and knowledge products to ensure accessibility for specific informational needs as well as wide dissemination and uptake of TTI program-level knowledge products.
Primary Duties or Responsibilities
Engagement and Communications
In consultation with the Senior Program Specialist (SPS), Capacity Development and Program Learning and the Program Manager (PM):
- Develops a strategic engagement and communications plan to prioritize and systematize TTI engagement activities and communication and dissemination tools. The plan will direct the synthesis, spread and uptake of TTI program knowledge and outputs and ensure that key messages are consistently communicated to inform the activities of think tanks, donor agencies and other stakeholders in the field. This involves an analysis and identification of key audiences (e.g. technical, academic, policy as well as the general public) for each output; the selection of the most effective output engagement, communication and dissemination methods and tools (e.g. working papers, briefing notes, reports, blogs, etc.) for these audiences; putting in place procedures to ensure consistency (e.g. common look and feel, respecting broader IDRC conventions including Official Languages requirements) of key messages; and validation of plan with team members before final review by SPS and approval by PM;
- Plans, organizes and communicates international learning forums and conferences to reflect on progress and lessons on strategies for supporting and managing policy research organizations; prepares the written communications, information and material required and assists the responsible Program Management Officer (PMO) with the logistics of planning such events;
- Coordinates the writing, editing and dissemination of the achievements and the lessons learned by the various participants in these forums and conferences to other policy research organizations and stakeholders; leads on the production of TTI working papers and other published outputs including blogs and social media communications, that incorporate these achievements and lessons;
- Disseminates TTI program knowledge and outputs, particularly through the TTI website in conjunction with the responsible PMO;
- Identifies innovative ways to promote uptake of TTI program knowledge and learning, for example by participating in user groups, blogs, webinars, and team discussions;
- Identifies and uses innovative ways to promote the research work and findings of TTI grantees, through appropriate communication products and strategies which may involve preparation and coordination of written, graphic, visual materials, web site content and other social media for public presentation/dissemination and as a tool for engagement with IDRC programs and externally;
- As required and directed by the SPS, may assist in the analyzing of TTI achievements and lessons learned including an annual reflection on what has been achieved by the program, and identifying potential programmatic adaptation as required;
- Contributes to appropriate capacity development activities which support grantees and other policy research organizations in strengthening their communication of knowledge products to a variety of audiences by preparing learning products and assisting in or contributing to the delivery of relevant learning activities;
- In coordination with the responsible PMO, identifies and recommends opportunities and activities, and provides materials and briefings for strategic messaging by the TTI Executive Committee members and “TTI Ambassadors”, to help increase awareness and understanding of the Think Tank Initiative; and
- Coordinates the work done by consultants and temporary staff; assists and guides partners working together to identify opportunities to raise and better communicate the profile of the Think Tank initiative.
Writing and Editing
- Reviews project and program material and prepares synthesis documents of results, decisions, and directions for team discussion.
- Gathers information, monitors, reviews and keeps abreast of the Think Tanks and other partners’ activities.
- Gathers, analyzes and develops knowledge and communication products and tools in support of the Think Tank Initiative, taking a proactive role to ensure that the team develops and maintains consistent and clear communications among the stakeholders of the initiative.
- Collaborates with different IDRC programming units and partners in order to create and initiates communication products and strategies around the Think Tank Initiative.
- Coordinates the overall process of developing Stories of Influence series including collecting content for Stories of Influence from TTI grantees; writes, edits and liaises with grantees for input and sign-off, translation, and design.
