ORGANIZATIONAL BACKGROUND

The Mental Health Commission of Canada (MHCC) is a national, non-profit organization created with funding assistance from the Government of Canada. The mission is to promote mental health in Canada, to change the attitudes of Canadians toward mental health problems and mental illness, and to work with stakeholders to improve mental health services and supports. The MHCC is a multi-site, multi-initiative, multi-level organization that has operations across Canada.

 

POSITION BACKGROUND

The Monitoring and Evaluation (M&E) Specialist is responsible for providing leadership and technical project support on the design, monitoring, and evaluation for the Mental Health Strategy for Canada. For example, this position will focus on the planning and evaluation of data collection activities to assess the dissemination, uptake, and overall impact of the Mental Health Strategy for Canada. The Mental Health Strategy is one key initiative of the MHCC that seeks to provide strategic direction to governments and other stakeholders in order to improve Canada’s mental health care system. The purpose of the dissemination and uptake evaluation model is to build momentum for collaborative action around the use and uptake of the Strategy across provinces and territories, and one that can be adapted for the evaluation of priority programs across MHCC departments.

 

SPECIFIC RESPONSIBILITIES

The Monitoring and Evaluation Specialist will report to the Director of the Knowledge Exchange Centre (KEC), and work closely with the Mental Health Strategy Team and other MHCC departments, to:

• Develop M&E tools, systems, and processes that increase effectiveness and accountability. In particular, the M&E Specialist will:

– Provide leadership in the development of monitoring and evaluation systems, which includes the development of common indicators, tools, and processes;

– Undertake baseline studies, mid-term evaluations, and final evaluations;

– Analyze data collected and share information with senior management and other staff of the MHCC;

– Keep up to date with funder requirements and thinking in terms of M&E and developments in the use of indicators, tools, etc. and provide feedback to the organization.

 

• Support the MHCC to strategize, develop and implement program-specific M&E plans, systems and processes, including providing technical assistance. In particular, the M&E Specialist will:

– Support senior staff, Directors, and Executive Leadership in developing and implementing M&E strategies, including monitoring systems, and the collection, analysis, and use of data;

 

• Ensure the development of M&E capacity across the MHCC and facilitate organizational learning and the sharing of lessons learned on M&E across programs. In particular, the M&E Specialist will:

– Facilitate cross-organizational learning, which includes providing information, guidelines, lessons learned, and user-friendly learning tools on M&E on the KEC webpage and Collaborative Spaces;

– Provide orientation and technical training on M&E concepts and tools to all MHCC staff.

 

• Engage in the ongoing development of the organization, its mission and its staff, through the sharing of experience and knowledge, particularly contributing to the efforts of the Knowledge Exchange Centre;

 

QUALIFICATIONS AND SKILLS

• Minimum of five (5) years of work experience in design, monitoring and evaluation methodologies;

• At least two (2) years of field-based data collection and analysis experience;

• Bachelor’s Degree in a related area required (Master’s degree preferred);

• Demonstrated technical capacity to provide support and guidance to project staff on design, monitoring and evaluation;

• Experience in designing M&E organization-wide systems;

• Experience in designing M&E methodologies and tools and the ability to coach and train others in their use;

• Demonstrated capacity to coordinate evaluations, including experience developing evaluation terms of reference;

• Excellent interpersonal and networking skills, as well as the ability to conduct professional relationships;

• High standards of integrity, professionalism, and impartiality;

• Able to work independently and effectively in a team environment;

• Detail-oriented and highly organized, with a proactive approach;

• Ability to multi-task and work to meet tight deadlines;

• Proficient in use of Microsoft Word, PowerPoint, and Excel, MS Project as well as web browsers;

• Excellent ability to communicate effectively in English both verbally and in writing;

• Proficiency in French is a strong asset.

• Knowledge of the mental health field is a strong asset.

• Ability to travel (25-35 %).

SALARY AND DURATION

  • Salary will be commensurate with experience.
  • Full-time, one-year contract.
