Knowledge Translation Project Management Specialist

Echo: Improving Women’s Health in Ontario is an agency of the Ministry of Health and Long-Term Care with a mandate to promote health, wellbeing, and equity for women through sex/gender-specific information, approaches, research, education and awareness.  At a critical time for our health care system, Echo will improve women’s health and well-being by focusing on women’s unique health needs and issues, developing and supporting innovative programs, educating health professionals, and motivating behaviour change through health information.  As the provincial advisor on women’s health to the Government of Ontario, we are working to ensure Ontario is at the forefront of improving women’s health.

Position Overview: 

Reporting to the Director, Knowledge Translation, the KT Project Management Specialist will help support the KT team to successfully deliver on initiatives designed to support improvements in women’s health in women’s health in Ontario while remaining in compliant with MOU directives and applicable legislation and the annual budget. These project initiatives will be delivered in association with researchers, providers, policy makers, planners and associations. This includes providing expert advice in project management methodologies and tools; determining project management needs, supporting project implementation, and tracking agreements, partnership initiatives and internal projects.  The role will involve liaising with agencies, researchers, partners, and Echo staff including Echo’s Public Affairs and Community Engagement Specialist. The KT Project Management Specialist will also provide support to Echo’s knowledge translation activities, as required.

Duties & Responsibilities:

  •  Scope and size projects. Assist the Director of Knowledge Translation in identifying resource demands, timelines, milestones and deliverables for projects. Identify workload capacity and work with the Director to identify capacity limitations and mitigation strategies to ensure projects are delivered on time and within budget
  • Maintain an up-to-date log of Echo’s current and future KT projects; support the Director of KT to track KT team member workload and identify workload issues. Ensure resources are available and assigned appropriately to meet project demands. Advise Director of Knowledge Translation where resource limitations may place a risk on delivering projects and works with the Director to implement mitigation strategies
  • Support KT team members in their project management activities, establish individual project reporting expectations, identify project risks and develop mitigation strategies
  • Monitor and evaluate Echo’s KT project management tools and processes to determine their continued effectiveness and appropriateness for Echo; recommend and implement required updates to tools and processes
  • Coordinate the selection process for Echo-funded projects including the release and review of Requests For Application (RFAs) and preliminary preparation of contracts with selected agencies, researchers and/or practice sites
  • Monitor Echo-funded projects;  ensure timely submission of required reporting, track progress against significant milestones, identify deviations from timelines and recommend and implement approaches to proactively address project delays; support finance in tracking outstanding payments and progress against funding
  • Negotiate with funded-project leads in order to address project delays, identify mutually beneficial solutions and ensure on-time project delivery
  • Support the Director of KT in the development of ongoing monitoring and evaluation frameworks to measure Echo’s progress against yearly and multi-year priorities; work with members of the KT team to assess Echo’s progress against yearly priorities; prepare required Ministry reporting on behalf of Echo 
  • Participates as a member of the KT Team and provides a range of supports to knowledge translation activities as assigned by the Director of KT

Experience & Qualifications

  • University degree (minimum Masters degree or equivalent) in a field related to health, social sciences, law or other appropriate field coupled with at least 5 years’ of progressive experience in project management, and an understanding of research and knowledge translation; recognized certification in project management (PMP) is an asset
  • Understanding and knowledge of change management utilizing vehicles such as health research, and policy development.
  • Experience designing, developing and implementing project strategies and activities, preferably within the health and/or non-profit sector including specific knowledge of managing project scope changes.
  • Experience developing and managing working relationships with stakeholders and partner organizations; capacity to conduct all interactions with diplomacy and tact
  • Ability to embrace change, adapt to new information, and work proactively and positively in a new and evolving organizational context
  • Excellent technical skills (project management software, Microsoft Office products, internet-based research, social media, etc.)
  • In addition to strong English language communication skills, fluent bilingualism (both written and oral) in French and English is strongly preferred; knowledge of a second language other than French is also an asset
  • Interest in, and sensitivity to, the field of women’s health, including an appreciation for diversity and the issues and challenges of the sector
  • Flexibility of work hours to ensure deliverables are met in a fast paced environment of changing/conflicting priorities and tight deadlines.  Some travel may be required
